[Protest of Navy Contract Award for Replacement Decking]
B-239075: Jul 24, 1990
- Full Report:
A firm protested a Navy contract award for replacement decking, contending that the: (1) Navy failed to conduct the procurement on an equal basis, since it provided offerers different information and the solicitation was ambiguous; and (2) most cost-effective ordering plan rendered the evaluation meaningless. GAO held that the protester: (1) failed to show that the Navy provided offerers different information or that the solicitation was ambiguous; and (2) untimely protested the other alleged improprieties. Accordingly, the protest was denied in part and dismissed in part.
