A firm protested the General Services Administration's (GSA) rejection of its bid for chamois, contending that GSA improperly determined that its bid price was unreasonable based on a preaward survey. GAO held that GSA properly rejected the protester's bid, since: (1) it could not perform a cost and price analysis to determine the bid's reasonableness; (2) the protester did not provide sufficient data to support its proposed costs; and (3) the protester offered prices up to 50-percent higher than those it offered under a prior contract for the same item. Accordingly, the protest was denied.
