A firm protested the Bureau of the Census' cancellation of a solicitation for door locks, contending that the Bureau: (1) improperly determined that its product was not equal to the brand-name product the solicitation required; and (2) lacked a compelling reason to cancel the solicitation. GAO held that the Bureau: (1) could not determine from the protester's descriptive literature that its product was equivalent to the product the solicitation described; and (2) reasonably cancelled the solicitation, which did not adequately express its minimum needs. Accordingly, the protest was denied.
