A firm protested a Forest Service contract award for a communication control system, contending that the Forest Service: (1) improperly evaluated its proposal; (2) failed to conduct adequate discussions with it; and (3) unreasonably made award to a higher bidder. GAO held that the Forest Service: (1) reasonably and consistently evaluated proposals; (2) was not required to conduct all-encompassing discussions with offerers; and (3) was not required to make award to the low bidder. Accordingly, the protest was denied.
