A firm requested reconsideration of its dismissed protest of a Defense Logistics Agency (DLA) contract award for disposal services. GAO had held that: (1) the protester's complaints constituted a dispute between private parties, which it would not adjudicate; and (2) it would not review challenges to an affirmative responsibility determination absent a showing of fraud or bad faith. In its request for reconsideration, the protester contended that the Small Business Administration failed to consider information concerning the awardee's responsibility. GAO held that the protester was not an interested party and could not challenge the DLA award decision. Accordingly, the request for reconsideration was denied.
