A firm protested the Army Corps of Engineers' requirement for a performance bond under a solicitation for an incineration system, contending that the: (1) Corps improperly imposed a bonding requirement for non-construction work, since the amount of construction was limited; and (2) bond amount was unreasonable. GAO held that the: (1) Corps reasonably imposed the bonding requirement; and (2) amount of the bond was reasonable. Accordingly, the protest was denied.
