A firm protested a proposed Marine Corps contract award for motorcycles, contending that the: (1) awardee's proposal was unbalanced and nonresponsive; (2) Corps unreasonably relaxed the specifications; (3) awardee was nonresponsible; (4) awardee's proposal did not include the required air emission standards certificate; and (5) Corps erroneously found its bid nonresponsive. GAO held that the: (1) protester untimely protested the awardee's responsiveness; (2) Corps reasonably determined that the awardee's proposed system was acceptable; (3) Corps reasonably found the awardee responsible; (4) awardee submitted an air emission standards certificate; and (5) Corps reasonably rejected the protester's bid as nonresponsive. Accordingly, the protest was denied in part and dismissed in part.
