A firm protested a National Aeronautics and Space Administration (NASA) contract award for custodial services, contending that the: (1) awardee's unreasonably low bid was nonresponsive; and (2) awardee was nonresponsible. GAO held that: (1) NASA properly made award to the awardee, and it would not consider issues of responsibility; and (2) the protester did not prove the awardee incapable of providing the required services under its below-cost bid. Accordingly, the protest was dismissed.
