A firm protested an Air Force contract award for jet engine modification kits, contending that the: (1) solicitation was unduly restrictive; (2) Air Force should have competitively procured components of the modification kits; and (3) solicitation did not include complete technical drawings and specifications for the 900 parts which made up the kits. GAO held that the: (1) Department of Defense (DOD) Office of Inspector General was reviewing the protester's allegations; (2) Air Force did not execute the required justification and approval for the proposed sole-source award; and (3) Air Force would not proceed until the DOD review was complete. Accordingly, the protest was dismissed.
