A firm requested reconsideration of its dismissed protest under a General Services Administration (GSA) solicitation for lighting accessories. GAO had held that: (1) the protester untimely protested after bid opening against alleged solicitation improprieties; and (2) there was no basis to invoke the significant-issue exception to the timeliness rules. In its second request for reconsideration, the protester contended that it: (1) further corresponded with GSA after rejection of its bid; and (2) was unfamiliar with bid protest regulations. GAO held that: (1) attempts to pursue the matter with GSA did not toll GAO timeliness requirements; and (2) the protester's unfamiliarity with bid protest regulations was not a basis for reconsideration. Accordingly, the reconsideration request was denied.
