A firm protested the Forest Service's rejection of its bid as nonresponsive under a timber sale, contending that: (1) the service should have waived its failure to submit a certificate of small business status; and (2) rejection of its bid was a violation of its due-process rights. GAO held that the Forest Service: (1) properly declared the bid nonresponsive because it did not meet the solicitation requirements; and (2) did not violate the protester's due-process rights. Accordingly, the protest was denied.
