A firm protested the Navy's refusal to allow it to correct a mistake in its apparent low bid, contending that: (1) it failed to include the cost of concrete work; and (2) it should be permitted to correct its bid because it provided clear and convincing evidence of its intended bid. GAO held that the: (1) submitted documentation was not sufficient; and (2) Navy reasonably determined that the protester failed to provide clear evidence of its intended bid. Accordingly, the protest was denied.
