A firm protested certain U.S. Geological Survey (USGS) actions under a solicitation for procurement training courses, contending that USGS: (1) failed to hold a pre-proposal conference; (2) failed to hold oral discussions; and (3) was biased in favor of another bidder that was not eligible under the small business set-aside. GAO held that: (1) the protester untimely filed its protest regarding the pre-proposal conference; (2) USGS was not required to conduct oral discussions; (3) the protester failed to furnish sufficient evidence to support its allegations regarding bias; and (4) it lacked jurisdiction to review size-status protests. Accordingly, the protest was dismissed in part and denied in part.
