A firm protested an Air Force contract award for nursing services, contending that the: (1) Air Force improperly evaluated its proposal and excluded it from the competitive range; and (2) failed to conduct meaningful discussions. GAO held that the Air Force: (1) reasonably rated the protester's proposal as technically marginal and not in the competitive range; and (2) satisfied its obligation to conduct meaningful discussions. Accordingly, the protest was denied.
