A firm protested a Navy contract award for engineering and technical advisor services, contending that the: (1) Navy failed to conduct a cost analysis of all bids; (2) Navy failed to follow the specified evaluation criteria; and (3) awardee was not responsible. GAO held that: (1) the Navy was not required to perform a cost analysis, since it obtained adequate price competition; (2) the Navy was not required to evaluate proposed professional employee compensation, since none of the personnel required to perform the requirements met the definition of professional employees; (3) it would not review the Navy's affirmative determination of the awardee's responsibility absent a showing of fraud or bad faith; and (4) the awardee's compliance with contractual obligations concerned contract administration. Accordingly, the protest was denied.
