A firm protested the Army Corps of Engineers' cancellation after bid opening of a solicitation for visual information services, contending that the Corps: (1) lacked a proper basis for determining that the solicitation was defective; and (2) should have renegotiated the defective specification, since its bid price would be only marginally affected. GAO held that the: (1) Army reasonably in determined that the specifications were ambiguous; (2) impact of the revised specifications on the protester's bid price was significant; and (3) Army properly cancelled the solicitation. Accordingly, the protest was denied.
