A firm protested a Navy solicitation for patrol vessels, contending that the Navy improperly allowed the prime contractor to change the specifications, which ultimately constituted a breach of its subcontract. GAO held that it would not consider the protest, since the prime contractor was not acting as an agent for the government. Accordingly, the protest was dismissed.
