A firm requested reconsideration of its dismissed protest against an Army award for technical data packages. GAO had held that the protest was academic. In its request for reconsideration, the protester contended that: (1) the Army's termination of the contract should not render its protest academic; and (2) it was entitled to reimbursement for its protest costs. GAO held that: (1) it properly dismissed the protest as academic; (2) the Army legitimately cancelled and revised the solicitation; and (3) there was no basis to reimburse the protester for its costs. Accordingly, the request for reconsideration and the claim were denied.
