A firm protested a Federal Prison Industries (UNICOR) contract award to any other bidder for connector plugs, contending that: (1) UNICOR improperly rejected its low bid; and (2) the solicitation did not mention a qualified products list (QPL). GAO held that UNICOR unreasonably: (1) rejected the protester's bid, since solicitation did not identify the procurement as restricted to QPL products; and (2) denied the protester an opportunity to qualify its product. GAO also held that the protester was entitled to recover its bid and protest preparation costs. Accordingly, the protest was sustained.
