A firm requested reconsideration of its denied protest against the Navy's rejection of its bid as nonresponsive for painting of family housing units. GAO had held that the protester's bid guarantee was inadequate. In its request for reconsideration, the protester contended that: (1) 5 days between the expiration of the bid-acceptance period and the expiration of its bid guarantee was sufficient; and (2) a defective bid guarantee was a matter of responsibility correctible after bid opening. GAO held that the Navy properly: (1) rejected the protester's bid, since the bid guarantee would expire prematurely; and (2) determined that bid guarantee enforceability was a matter of responsiveness. Accordingly, the request for reconsideration was denied.
