A firm protested a Farmers Home Administration (FmHA) contract award for real estate brokerage services, contending that FmHA improperly evaluated its technical proposal. GAO held that: (1) the protester failed to submit its bid in proposal format and address the evaluation criteria; (2) FmHA properly made award based on initial proposals; and (3) the technical evaluation was fair and consistent with the evaluation criteria. Accordingly, the protest was denied.
