Two firms protested the Air Force's rejection of their bids for the development of an air defense system under a North Atlantic Treaty Organization procurement, contending that the Air Force: (1) improperly eliminated their proposals from competition for failure to meet requirements; and (2) did not conduct proper discussions. GAO held that the Air Force: (1) properly rejected one protester's bid, since its bid would have required significant revisions to be made acceptable; (2) reasonably rejected the other protester's bid, since it took exception to and failed to comply with certain essential requirements; and (3) conducted adequate and meaningful discussions in accordance with the modified international competitive bidding procedures. Accordingly, the protests were denied.
