A firm requested reconsideration of its dismissed protest against an Army solicitation, contending that it untimely filed its protest because it untimely received the Army's protest report. GAO held that late receipt of the protest report was not grounds for reopening the protest, since the protester did not notify it of the late receipt, as required. Accordingly, the dismissal was affirmed.
