A firm protested an Air Force contract award for a computer-based intelligence system, contending that the Air Force's improper evaluation of bids provided the awardee with a competitive advantage. GAO held that the: (1) Air Force properly applied the same evaluation standards to each bid; (2) Air Force's refusal to disclose information about the awardee's software did not prejudice the protester; (3) Air Force reasonably considered cost factors according to the specified evaluation scheme; and (4) alleged cost-analysis irregularities did not affect the final ranking of bids. Accordingly, the protest was denied.
