A firm protested the Navy's rejection of its bid for gymnasium repairs, contending that the Navy: (1) improperly determined that its sureties did not have sufficient net worth; and (2) failed to refer the matter to the Small Business Administration (SBA) under certificate-of-competency procedures. GAO held that the Navy: (1) reasonably determined that the protester did not submit sufficient documentation to establish its sureties' net worth; and (2) was not required to refer the matter to SBA. Accordingly, the protest was denied.
