A firm protested an Air Force contract award for computer equipment, maintenance, data, and training, contending that the awardee did not notify the Air Force, prior to award, that its hardware did not meet the required specifications. GAO held that the: (1) Air Force improperly reopened discussions with the awardee and allowed it to modify its bid; and (2) protester was entitled to reimbursement for its protest costs. Accordingly, the protest was sustained, and GAO recommended that the Air Force reopen the competition and conduct further discussions.
