A firm protested a Navy contract award for automated data services, contending that the awardee's unbalanced bid did not result in the lowest cost to the government. GAO held that the Navy properly conducted a cost-realism analysis of the awardee's bid, which proposed reasonable labor rates and labor-rate adjustments. Accordingly, the protest was denied.
