A firm protested the National Science Foundation's (NSF) exclusion of its bid from the competitive range for survey services, contending that NSF improperly evaluated its bid. GAO held that NSF reasonably concluded that the protester's bid, which failed to demonstrate that its staff and proposed management plan could adequately perform the requirements, would require major revisions to become acceptable. Accordingly, the protest was denied.
