A firm protested an Air Force contract award for dairy plant operation, contending that the Air Force: (1) created an auction by requesting discussions and best and final offers after it submitted a revised, second-low bid; and (2) should accept its initial, unrevised low bid. GAO held that the protester had no basis to protest additional discussions and bidding, since it would otherwise not be the low bidder. Accordingly, the protest was denied.
