A firm protested a Navy contract award for an aircraft transponder, contending that the: (1) Navy did not follow its own regulations for technical evaluation; (2) evaluation documents showed that the Navy's technical evaluation was erroneous; and (3) awardee's slightly higher technical score did not merit its higher price. GAO held that the Navy: (1) complied with its own regulations; (2) showed that the alleged evaluation errors were minor discrepancies which did not affect the selection process; and (3) properly awarded the contract to a higher-priced but technically superior offerer. Accordingly, the protest was denied.
