A firm protested the Army's rejection of its bid for power supplies, contending that the Army improperly determined that its bid was nonresponsive. GAO held that the protester's bid's qualification regarding minimum option quantities took exception to solicitation specifications that reserved the Army's unilateral right to determine minimum option quantities. Accordingly, the protest was denied.
