A firm protested a Navy contract award for lifeboat inflating cylinders, contending that the: (1) Navy should resolicit the procurement, since it omitted a required solicitation clause; and (2) military specifications for the cylinders were flawed. GAO held that the: (1) omitted clause was not grounds for resolicitation, since it did not prejudice any bidders; and (2) protester untimely protested the alleged specification flaws after bid opening. Accordingly, the protest was denied.
