A firm protested a proposed Navy contract award for leasing of a mobile hydraulic propeller-pulling crane, contending that the Navy: (1) failed to reject the two low bids, which failed to completely certify procurement integrity; and (2) improperly allowed the second low bidder to correct a mistake in its bid. GAO held that: (1) the Navy followed a statutory requirement to disregard the bidders' lack of complete certification; and (2) it would not address the issue of modifications to the second low bid, since the low bid was responsive. Accordingly, the protest was denied.
