A firm protested the National Aeronautics and Space Administration's (NASA) rejection of its bid for thermal array recorders and operation manuals, contending that NASA failed to consider a technical proposal it submitted to supersede its descriptive literature. GAO held that NASA reasonably determined that the protester's bid was nonresponsive, since its: (1) descriptive literature failed to specify its product's compliance with all of the specifications; and (2) technical proposal was merely a blanket offer of compliance. Accordingly, the protest was denied.
