An individual protested any award of a General Services Administration (GSA) lease for premises, contending that GSA: (1) failed to solicit an offer from him and notify him that it was soliciting offers from others; (2) obtained insufficient space availability information, improperly inspected locations, inadequately documented inspection findings, and failed to consult with regional officials; and (3) improperly awarded the contract to lessors not located in the specified region. GAO held that the protester: (1) untimely filed his protest regarding the GSA failure to solicit an offer from him; and (2) was not sufficiently interested to challenge the other alleged improprieties, since he would not be in line for award even if his protest were sustained. Accordingly, the protest was dismissed.
