A firm protested a Defense Construction Supply Center (DCSC) solicitation for casing assembly covers for auxiliary seawater pumps, contending that: (1) DCSC improperly included in the solicitation a proprietary technical drawing; and (2) products manufactured according to the drawing would not meet DCSC requirements. DCSC contended that it developed the technical drawing through a reverse engineering process. GAO held that the protester failed to support its allegation that: (1) DCSC improperly obtained the drawing from other government officials; and (2) products would not conform with requirements, since the products would be subject to first-article testing. Accordingly, the protest was denied.
