A firm protested seven General Services Administration (GSA) solicitations for copy services, contending that the: (1) requirements for new or newly manufactured copiers and one dedicated service technician per 40 copiers unduly restricted competition; and (2) quantity estimates exceeded the user agencies' actual needs. GAO held that the: (1) protester's mere disagreement with the requirements was not a basis for protest, since it did not show that the requirements were unreasonable or that it could not meet the requirements; and (2) protester failed to provide documentation that would override the user agencies' historic- and future-based estimates of their needs. Accordingly, the protests were denied.
