[Protests of DLA Rejection of Bids as Nonresponsive]

A firm protested the Defense Logistics Agency's (DLA) rejection of its bid for hydraulic fuels and lubricating oils as nonresponsive, contending that its bid clearly identified it as a joint-bidding entity. GAO held that: (1) the protester's bid properly identified it as a joint venture; and (2) DLA improperly rejected the bid. Accordingly, the protest was sustained, and GAO recommended that DLA: (1) award contracts to the protester for those line items for which it was eligible; and (2) reimburse the protester for its protest costs.
