A firm protested a Defense Supply Service (DSS) solicitation for a digital telecommunications system, contending that DSS deliberately structured the solicitation specifications to give one firm a competitive advantage. GAO would not consider the matter, since the Department of Defense was conducting an investigation into the procurement's propriety. Accordingly, the protest was dismissed.
