A firm requested reconsideration of its dismissed protest against the Army's rejection of its bid. GAO had held that the Army properly rejected the bid as nonresponsive because the protester failed to bid the required minimum bid acceptance period, notwithstanding that the Army did not immediately reject the bid. In its request for reconsideration, the protester contended that the Army initiated a preaward survey and requested an extension of its bid acceptance period before rejecting the bid. GAO held that the Army properly rejected the bid, since the protester could not cure a nonresponsive bid after bid opening. Accordingly, the dismissal was affirmed.
