A firm protested the Forest Service's rejection of its low bid as nonresponsive, contending that: (1) its bid bond was defective because its insurance agent placed the wrong firm's name as the surety; and (2) the insurance firm the agent erroneously entered would have honored the bond. GAO held that the bond could not be enforced against either firm because its power of attorney and seal were from one firm, while the surety entity was a different firm. Accordingly, the protest was dismissed.
