A firm protested a proposed Army contract award for portable shelters and floor systems, contending that the proposed awardee's: (1) bid did not include a unit shipping price; and (2) product did not meet all of the specifications. GAO held that the: (1) proposed awardee's failure to specify a unit shipping price was not material to determining the costs of the contract to the Army; and (2) protester failed to establish that the Army unreasonably determined that the proposed awardee's product met all of the specifications. Accordingly, the protest was denied.
