A firm protested the Navy's rejection of its bid and subsequent proposed contract award for strip-chart recorders, contending that: (1) a product specification improperly restricted competition; (2) the Navy failed to allow it to make two minor technical proposal changes; and (3) the Navy improperly used negotiated, rather than sealed-bid procedures. GAO would not review the protest, since the protester: (1) merely reiterated product specification arguments it raised in a previous protest; (2) was not sufficiently interested to challenge the Navy's refusal to allow bid modifications, since it would not be in line for award even if its protest were sustained; and (3) untimely filed after bid opening its protest regarding alleged solicitation improprieties. Accordingly, the protest was dismissed.
