A firm protested any Navy contract award for foam-filled fenders, contending that other bidders may have colluded and committed antitrust violations. GAO held that it would not consider the protest, since both collusion and antitrust violations were matters under the Department of Justice's jurisdiction. Accordingly, the protest was dismissed.
