[Request for Reconsideration of Denied Reconsideration Request]

A firm requested further reconsideration of its dismissed protest of a Navy contract award for development training. GAO had denied reconsideration, since the protester's original protest was untimely. In its second request for reconsideration, the protester contended that GAO failed to address its contention that it better satisfied the Navy's needs at a lower cost. GAO held that the protester's mere disagreement with the decisions and reiteration of its previously rejected contentions were not bases for reconsideration. Accordingly, the request for reconsideration was denied.
