A firm and the Defense Logistics Agency (DLA) requested reconsideration of a sustained protest under a solicitation for chemical safety lights. GAO had held that the solicitation improperly included a method-of-award clause, since DLA had no intent to make award on that basis. In their request for reconsideration, the protester and agency contended that GAO improperly recommended solicitation cancellation without evidence that the solicitation's failure to clearly state a basis for award prejudiced any bidders. GAO held that the protesters failed to show any factual or legal errors in the original decision. Accordingly, the original decision was affirmed.
