A firm protested a Navy contract award for portable refrigerators, contending that the: (1) awardee's bid was unreasonably low; and (2) Navy relaxed its requirements without issuing an amendment and allowing other offerers to revise their bids. GAO held that the protester, the third low bidder, was not sufficiently interested to challenge the award, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
