[Decision Concerning Restoration of Navy Employees' Forfeited Annual Leave]

The Navy and a labor union requested a decision regarding leave restoration for certain Navy employees who forfeited up to 4 hours annual leave as a result of an Executive Order that excused them from duty during the period for which they charged annual leave. GAO held that there was no authority to restore the forfeited leave, since the employees scheduled their leave in accordance with the Navy's instructions and the Executive Order did not constitute an administrative error. Accordingly, the claims were denied.
