A firm protested the Department of State's cancellation of a solicitation for the operation of a freight receiving facility, contending that State unreasonably determined that the solicitation was ambiguous, since the solicitation clearly specified its requirements. GAO held that the solicitation, read as a whole, had only one reasonable interpretation. Accordingly, the protest was sustained, and GAO recommended that State: (1) reinstate the solicitation; (2) reject the low bid, which unreasonably interpreted the solicitation; and (3) reimburse the protester for its protest costs.
