A firm protested two General Services Administration (GSA) contract awards for dry cell batteries, contending that GSA improperly determined that it was nonresponsible, since: (1) it was financially capable of performing the contract; and (2) its facility was adequate for contract performance. GAO held that GSA reasonably determined that the protester was nonresponsible, since: (1) the protester failed to provide complete financial information; and (2) a preaward survey of the protester's proposed facility revealed inadequate quality control, testing facilities, and segregation control for defective material. Accordingly, the protest was denied.
